A história gira em torno de Akira, que entra em coma e acorda na cidade em ruínas de um mundo do futuro em que a tecnologia de IA progrediu muito, com uma organização chamada OWEL controlando a população e um novo sistema chamado "Elsie" suplantou o casamento.
