Na história, a humanidade perdeu muito de seu terreno desenvolvido devido ao aquecimento global na primeira metade do século 21. Então, uma “Fleet of Fog” carregado com super armas começa a aparecer em todo o mundo. Sem a capacidade de resistir a esta frota, a humanidade foi derrotada e já não podia viajar pelos mares. 17 anos após a guerra naval devastadora, Gunzo Chihaya e seus amigos de alguma forma conseguem comandar uma “Fleet of Fog”.
